Fraud, Waste, and Abuse Header Image

The American Recovery and Reinvestment Act of 2009 mandates unprecedented levels of transparency and accountability for program expenditures. The Texas Water Development Board reinforces this zero tolerance policy with a three-pronged Fraud, Waste and Abuse program:


  • A cross-agency team integrates representatives from Internal Audit, Finance, Construction Assistance, Contracting, with ARRA staff members to oversee the expenditures and reporting procedures and ensure recipients comply with program guidelines.

  • TWDB-ARRA has contracted a firm which will support the cross-agency oversight team through regular audits of fund recipients and contractors.

  • The state auditors office hotline provides a direct line for citizens to report suspected fraud, waste or abuse.

These actions supplement a comprehensive accountability program that includes regular audits by the Offices of Inspectors General, Environmental Protection Agency and monthly reporting and invoicing requirements for ARRA-funded activities.
