The American Recovery and Reinvestment Act of 2009 mandates unprecedented levels of transparency and accountability for program expenditures. The Texas Water Development Board reinforces this zero tolerance policy with a three-pronged Fraud, Waste and Abuse program:
- A cross-agency team integrates representatives from Internal Audit, Finance, Construction Assistance, Contracting, with ARRA staff members to oversee the expenditures and reporting procedures and ensure recipients comply with program guidelines.
- TWDB-ARRA has contracted a firm which will support the cross-agency oversight team through regular audits of fund recipients and contractors.
- The state auditors office hotline provides a direct line for citizens to report suspected fraud, waste or abuse.
These actions supplement a comprehensive accountability program that includes regular audits by the Offices of Inspectors General, Environmental Protection Agency and monthly reporting and invoicing requirements for ARRA-funded activities.
