2011 State Revolving Funds annual reports now available
The annual reports for the 2011 Drinking Water State Revolving Fund (DWSRF) and Clean Water State Revolving Fund (CWSRF) have been submitted to the Environmental Protection Agency, as required. As a part of the DWSRF and CWSRF programs, the ARRA projects were documented/highlighted in Appendix B of the SRF reports. February 3, 2011Davis-Bacon webinar information now available
The American Recovery and Reinvestment Act requires compliance with the Davis-Bacon Act and related acts, which mandate that prevailing wages must be paid on public works projects using ARRA funds. It is the responsibility of entities receiving ARRA funds and their contractors to complete and submit for approval a Conformance Request if skills or job classifications are needed for construction, but not listed on the approved Department of Labor Wage Determination.
A guidance document on the preparation of a 1444 Conformance Request was developed by the Texas Water Development Board and its consultant AECOM, and two informational webinars were conducted during January. The additional guidance document and the webinar presentation slides are available for download on the ARRA Tools page of the TWDB ARRA website. In addition, a Question & Answer document, summarizing issues raised during the two online webinar sessions, is now available on the FAQ page of the TWDB ARRA website.

Davis-Bacon webinar
One of the requirements of the American Recovery and Reinvestment Act is adherence to the provisions of the Davis-Bacon Related Acts. When the construction of a project requires skills or job classifications which are not listed on the approved Department of Labor Wage Determination, it is the responsibility of the entity receiving these federal funds and the contractor to complete and submit for approval a Conformance Request.
Since this process is new to many of the subrecipients of funds and their contractors, the Texas Water Development Board and their consultant AECOM have prepared additional guidance in the preparation of the 1444 Conformance Request. This document has been provided in electronic format to subrecipients and their Project Managers. A webinar is scheduled for Jan. 11, 2011 at 2 pm to discuss this procedure. The webinar will be repeated at 2 pm on Wednesday, Jan. 19, 2011 for those unable to participate in the earlier webinar. The Texas Water Development Board recommends that the Project Manager and Design/Construction Engineer for each of the subrecipients participate in one of these webinars.
Instructions for logging into the webinar will be emailed to the entities and their Project Managers in early January.
August 27, 2010Additional oversight by TWDB
The American Recovery and Reinvestment Act requires a high level of oversight by both state and federal agencies. Projects receiving ARRA funds will continue to be monitored on both a scheduled and unscheduled basis by various agencies.
To assist the ARRA Implementation Team in the prevention and detection of fraud, waste and abuse, TWDB has entered into a contract with the accounting firm Grant Thornton. Grant Thornton, a leading national and international accounting firm, began work in July and will be visiting project sites on an ongoing basis. Grant Thornton representatives will have the same unfettered access to sub-recipient sites, records, processes, and documentation as afforded TWDB employees.
May 13, 2010Texas ranks 1st in using ARRA funds to improve wastewater infrastructure
Texas has more quickly put to work its American Recovery and Reinvestment Act funds for wastewater projects than any other state, according to the U.S. House of Representatives Committee on Transportation and Infrastructure.
The committee commended Texas for putting out to bid, signing contracts and beginning construction on projects that total 100 percent of the state’s funding. Read the commendation.
April 30, 2010Texas Water Development Board has Launched Improved ARRA Website
The Texas Water Development Board has upgraded this website to showcase the agency’s distribution of $326 million American Recovery and Reinvestment Act funds. The enhanced site features:
- A map showing where the funds are being used
- Funding amounts for 25 drinking water and 20 wastewater projects
- Estimated completion dates
- Legislative boundaries
- Number of jobs created by the funds
- Funds tracker showing total amount of money released statewide
Visitors to the site will find it easier to track how the funds are being used in communities across Texas.

March 3, 2010The Texas Water Development Board provides $326 million in stimulus funding
The Texas Water Development Board has provided $326 million of American Recovery and Reinvestment Act of 2009 (ARRA) funds for 25 drinking water and 20 clean water projects across the state. These water infrastructure projects will improve water availability, usage, and quality in many communities across the state as well as create jobs and benefit economies for many years. The funds are in the form of grants and loans to 45 cities, water districts and water supply companies.
The TWDB has successfully met all of the federally established ARRA funding goals and requirements. The Act required that 20% of the projects include "Green Project Reserve" which are projects that demonstrated identifiable and substantial benefits in water efficiency, energy efficiency, or environmental innovation. The act also required that at least 50% of the funding be provided to disadvantaged communities in need of assistance. The TWDB exceeded the established goals for both of these requirements in both the Drinking Water program as well as the Clean Water (Wastewater) program.

The work includes planning and reporting, outreach and technical assistance, and communication and coordination services. Draft DWSRF IUP: Amended Version Following Public Comment Period
On Friday, July 10, at 1:30pm, Texas Water Development Board (TWDB) conducted a public hearing for the Draft American Recovery and Reinvestment Act of 2009 (ARRA) Drinking Water State Revolving Fund (DWSRF) Intended Use Plan (IUP). The hearing was a component of a 30 day public comment period which concluded at 5:00pm, Monday, July 13. It is estimated that over 100 persons attended the hearing; 29 presented public comment. In total, approximately 70 comments were received throughout the comment period.
Based on qualifying information received from applicants during the public comment period that clarified a project‘s description, including disadvantaged community status or qualifications as a “green” project, revisions have been made to the Draft DWSRF IUP. EPA Awards ARRA CWSRF Grant
The United States Environmental Protection Agency (EPA) announced today that they have awarded the Texas Water Development Board (TWDB) over $179 million from the American Recovery and Reinvestment Act (ARRA) of 2009 for projects to be funded through the Clean Water State Revolving Fund (CWSRF).
TWDB approved the ARRA CWSRF Intended Use Plan at the Board meeting held on June 18, 2009. Invitations to submit applications for funding have been administered to all eligible applicants.

EPA Awards ARRA DWSRF Grant
The United States Environmental Protection Agency (EPA) announced today that they have awarded the Texas Water Development Board (TWDB) over $160 million from the American Recovery and Reinvestment Act (ARRA) of 2009 for projects to be funded through the Drinking Water State Revolving Fund (DWSRF).
TWDB is currently taking public comments on the Draft ARRA DWSRF Intended Use Plan. A public hearing will be held on Friday, July 10, 2009 at 1:30 p.m., and the public comment period ends at 5:00 p.m. on Monday, July 13, 2009.
Following review of all public comments, a Final ARRA DWSRF Intended Use Plan will be submitted for adoption at the regularly scheduled TWDB meeting on Thursday, July 16, 2009 at 11:00 a.m. Shortly thereafter formal invitations will be sent to those entities on the Intended Use Plan designated as eligible for ARRA funding assistance.

Beginning today, the TWDB will be administering an electronic survey that is aimed to assist in determining which DWSRF projects are "ready to proceed" to construction by February 17, 2010. All entities that have a submittal for funding from the TWDB Drinking Water State Revolving Fund (DWSRF) under the American Recovery and Reinvestment Act (ARRA) will receive the survey. Email addresses provided in the contact information in project submittals will be used to transmit the survey. If no email address was provided, the survey will be sent to the contact engineer information provided on the TWDB DWSRF Project Information Form. The survey should be completed by either the Applicant or their designated Engineering Firm Contact.
A separate survey must be completed for EACH DWSRF project submitted to the TWDB by close of business on Monday, May 4, 2009 in order to be considered for ARRA funding.

Highlights of TWDB Board Action on ARRA from 3/26/09

TWDB March Board Meeting
The Texas Water Development Board will meet today at 11:00 am. On the agenda is a briefing and discussion on the implementation of the Clean Water State Revolving Fund and the Drinking Water State Revolving fund under the American Recovery and Reinvestment Act (ARRA). Staff will brief the Board on events to date, provide pertinent information, and seek guidance and direction from the Board on several recommendations. The Board will not be adopting the ARRA Intended Use Plans or reviewing individual project solicitations associated with the ARRA at this meeting. An updated time line of events, as well as a re-cap of the Board's discussion, and action items will be posted on this website following the conclusion of the meeting.

Solicitation of Project Information for Potential Federal Economic Recovery Funds
Congress is currently considering economic recovery efforts as part of a proposed Job Creation and Unemployment Relief Act. While details of this effort are still being formulated part of this proposed legislation may include funding for water and wastewater infrastructure projects through the existing State Revolving Fund (SRF) programs administered by the Texas Water Development Board (TWDB). It is anticipated that the distribution of the funds may include deeply subsidized interest rate loans and increased amounts of loan forgiveness for eligible disadvantaged communities.
