Project Solicitation for Clean Water and Drinking Water State Revolving Funds
Beginning December 3, 2012, the TWDB will open solicitation for next year's round of funding, the State Fiscal Year 2014 cycle. The submission of project information for State Fiscal Year 2014 funding will be due on Friday, March 1, 2013.
- Clean Water State Revolving Fund (CWSRF) - for wastewater collection and treatment, nonpoint source pollution control, and estuary management projects.
- Drinking Water State Revolving Fund (DWSRF) - for projects that will bring existing public water systems into compliance with drinking water rules and regulations, and for source water protection projects.
These programs provide low-interest financing for planning, acquisition, design, and construction phases, including special loan subsidies for entities that qualify as disadvantaged.
Workshops discussing the programs and the 2014 solicitation process will be held in various locations throughout the state in January. The locations, dates, times, and registration information for each workshop can be found on the Texas Water Development Board homepage under the "Hot Topics" header.
Look to our website in late November for the solicitation packets and accompanying forms. Remember to apply early, by January 4, 2013, if your project is ready now. If you have any questions, please contact:

*The remaining loan funds from State Fiscal Year 2013 will be offered primarily to eligible projects that are considered construction-ready in the form of a loan. No loan forgiveness funds are currently available. Projects that are added mid-year, but not funded from State Fiscal Year 2013 funding, will automatically be added to the State Fiscal Year 2014 Intended Use Plan. It is NOT necessary to submit an additional project information form. Projects that are ready to proceed to construction must have obtained all permits, legally required authorizations, and land and water rights; complied with all engineer and environmental planning review requirements and other TWDB requirements; and design is complete. Importantly, projects utilizing remaining State Fiscal Year 2013 funds must be able to close on a loan within 6 months of receiving a loan commitment.
