FAQs for Water Conservation Plans

1. Is my utility required to have a water conservation plan?

There are three instances when a utility or water supply is required to develop and implement a water conservation plan. They are: when requesting financial assistance greater than $500,000, associated with a surface water right (TCEQ), or if the utility has greater than 3,300 connections.

2. If I am not required to have a water conservation plan, is there a benefit to developing one just for my own use?

Of course! Many utilities find having a conservation plan can help assist with meeting long term water needs through promoting water use efficiency and public information and outreach.

3. Does the TWDB have an example plan for my review?

4. Where can I find the water conservation plan template?

Guidance is available for what is required to be addressed in your water conservation plan.

5. What is a Utility Profile?

The Utility Profile provides an overview of your utility, including water use characteristics and can assist you in identifying opportunities for water conservation.

6. Do I have to do ALL of the listed activities?

Each of the items on the water conservation checklist need to be addressed in your water conservation plan. Again, each utility is different and that may be appropriate for one utility may not be so for another.

7. What happens if I do not meet my targets and goals included in my plan?

Targets and goals are just that, something to strive towards. The annual water conservation report provides the utility the opportunity to track and evaluate their conservation program and make changes as necessary. The conservation plans need to be reviewed and revised every five years, as targets and goals can be adjusted then.

8. What is the difference between a water conservation plan and a drought contingency plan?

Your water conservation plan should address water use efficiency and long-term water use. Your drought plan should address meeting a short-term need due to climatic or emergency conditions.

FAQs for Annual Reports on Water Conservation Plans

1. Is my utility required to submit an annual report on status of my water conservation plan?

Any entity required to develop and implement a water conservation plan by the state is required to submit an annual water conservation report.

If so, why? The annual water conservation report provides the utility the opportunity to track and evaluate their conservation program and make changes as necessary.

2. Why can't TWDB combine this report with the annual water use survey and have only one form?

Not any water suppliers in Texas are required to submit an annual water conservation plan report, all water suppliers in Texas are required to submit a water use survey.

3. Does the TWDB have an example report for my review?

We can provide an example of an annual water conservation plan report to you. Contact us at wcpteam@twdb.texas.gov.

4. Where can I find the annual report template?

The online form for the annual water conservation report is available at Municipal Water Conservation Plans. Please not that you can save this form to your computer, complete, and then submit it electronically.

5. Last year's reported total gpcd increased due to drought or new businesses. How do I show that I am actually doing conservation activities?

We realize that water use can vary from year to year due to many different situation. That is way it is important to track long-term trans in water use and gpcd. Section Two of the report form allows you to provide some additional information.

6. What if I am not doing some of the conservation activities listed in my plan?
