Kevin Patteson TWDB Executive Administrator
Kevin Patteson became executive administrator of the Texas Water Development Board on October 1, 2013.
He previously served as the director of the Office of State-Federal Relations, acting as a liaison between the state and the federal government, helping coordinate state and federal programs, and providing information to federal agencies and Congress about state policy.
Patteson is an attorney and was special counsel on federal initiatives for the Texas Commission on Environmental Quality (TCEQ). He previously served as Special Counsel to Chairman Bryan W. Shaw at TCEQ, Deputy General Counsel to the Texas Workforce Commission, and Assistant General Counsel for the Office of the Governor. He is a member of the State Bar of Texas and a past member of the State Employee Charitable Campaign Policy Committee.
Patteson holds a bachelor's degree and law degree from Baylor University.
John Steib TWDB Chief Deputy Executive Administrator
John Steib has extensive leadership experience managing many diverse programs and projects. After serving in the United States Navy for more than 20 years, he spent 11 years at Lockheed Missiles and Space Company in various management positions on U.S. Navy Tomahawk, NASA Space Exploration and Lockheed Launch Vehicle Programs. In 1994, Steib joined the Texas Natural Resources Conservation Commission (later renamed the Texas Commission on Environmental Quality) and served in several leadership positions, including Director of Air Permits, Deputy Director for the Office of Administrative Services, and Deputy Director for the Office of Compliance and Enforcement. He most recently led the American Recovery and Reinvestment Act Program for the Texas Water Development Board from 2009 to 2012.
