Billy R. Bradford Jr. Chairman | Brownsville, TX
Billy R. Bradford Jr. is a certified public accountant (CPA) and partner of Hales-Bradford, LLP. He is a member of the American Institute of CPAs, Texas Society of CPAs, the Valley Regional Medical Center Board of Governors, and a member and past president of the Rotary Club of Brownsville. He is also past president of the Rio Grande Valley Chapter of the Texas Society of CPAs, past chair of the Southmost Regional Water Authority, and a past board member and chair of the Brownsville Public Utilities Board. In April 2012, Mr. Bradford was appointed chairman of the Texas Water Development Board. He has been married for 29 years to Leatrice Ann Bradford. They have two sons, Nick and Mitch.
Mr. Bradford received a bachelor's degree from Abilene Christian University.

Joe M. Crutcher Vice Chairman | Palestine, TX
Appointed to the Texas Water Development Board and to the Environmental Flows Advisory Group by Governor Rick Perry in February 2008, Mr. Crutcher is co-chairman of East Texas National Bank and has served as an appointee to the Upper Neches River Municipal Water Authority since 1995. Additionally, he is a past city council member for the City of Palestine.
Mr. Crutcher attended the University of Houston.
Mr. Crutcher's term expires December 31, 2013.
Lewis H. McMahan Member | Dallas, TX
Appointed to the Texas Water Development Board by Governor Rick Perry in March 2008, Mr. McMahan is a retired vice president of Texas Instruments. He was responsible for worldwide facilities and environmental safety and health for the company. He currently serves as a member of the Southern Methodist University Engineering Advisory Board and the Texas Instruments Foundation. He is also a member of the Dallas Chamber Water Council. Mr. McMahan is a past member of the Richardson Chamber of Commerce, North Texas Commission, and Quality Texas Foundation. He has previously served as a board member of the United Way of Metropolitan Dallas and the Dallas Museum of Art.
Mr. McMahan holds a bachelor's degree in civil engineering from Southern Methodist University.
Mr. McMahan's term expires December 31, 2017.
Edward G. Vaughan Member | Boerne, TX
Mr. Vaughan is an attorney in private practice. He serves as a director of Security State Bank of Pearsall, a director of the Texas and Southwestern Cattleraisers Association, a director of the Former Texas Rangers Foundation, an advisory director of First State Bank of Uvalde, and an advisory director of the Texas Agricultural Land Trust. Mr. Vaughan is a past president, chairman, and director of the Texas Lyceum. A member of the Texas Water Development Board since 2008, he is a past Board chairman and serves as the Board's representative on the Texas Bioenergy Policy Council.
A frequent speaker at continuing legal education seminars and related programs, Mr. Vaughan holds a bachelor's degree from the University of Texas and a law degree from St. Mary's University.
His term expires on December 31, 2013.
Monte Cluck Member | Gruver, TX
Mr. Cluck was appointed to the Texas Water Development Board by Governor Rick Perry in March 2011. He is owner and CEO of Dean Cluck Feedyard, Inc. He is a managing member of StrongPoint Energy, an oil and gas exploration firm, and general partner of Dean Cluck Cattle Company, Ltd. He also served as a board member of the National Cattleman's Beef Association and the Amarillo Area Foundation and is an executive committee member and immediate past chairman of the Texas Cattle Feeders Association.
Mr. Cluck attended West Texas A&M University.
Mr. Cluck's term expires December 31, 2015.
F.A. "Rick" Rylander Member | Iraan, TX
In June 2012, Governor Rick Perry appointed Mr. Fredrick A. Rylander to the Texas Water Development Board. Mr. Rylander served in the U.S. Army and afterward joined his father's company, Rye Supply Co., Inc., in his home town of Iraan, Texas. The business expanded from one location to eight in Southwest New Mexico and the Permian Basin of Texas. In 2001, the business was sold to National Oilwell Varco, and he became regional manager for the area. He is now retired from National Oilwell Varco. Mr. Rylander is a board member of Combat Marines Outdoors, a former commissioner of the Pecos River Compact Commission, and a former mayor and councilman of the city of Iraan. Currently he ranches with his wife, Mary, in Val Verde County.
Mr. Rylander holds a bachelor's degree from Texas A&M University.
Mr. Rylander's term expires December 31, 2017.
